2004
Bill had built his Precinct into one of the most formidable in the Republican Party. He was able to send fourteen Delegates andAlternates to the State Convention, more than any otherPrecinct in Republican Party inTexas. He was appointed Area Leader over forty-four Precincts by Pat Carlson (2004 Tarrant County Republican Party Chairman). Bill began to recruit and train new Precinct Chairmen for his area and the Tarrant County portion of Senate District 9, doubling the number of Republican Precinct Chairmen in those areas.
At the 2004 Republican Party Convention, Jane Burch once again ran for State Republican Executive Committeewoman, this time winning. The following day Bill ran for Alternate Delegate representing Congressional District 6 to the Republican National Convention against three formidable candidates and won. This was to prove to be a major boost for Bill and Jane.

Bill and Jane Burch along with Tim Hoy (State Republican Executive Committeeman for Senate District 9) put together a meeting in Irving, inviting activist from throughout SD9 to participate. The heavily attended event was moderated by Bill and the speakers included Victor Carrillo (Texas Railroad Commission), Roger Williams (Grassroots Chairman for the Bush Campaign), Jane Burch (SREC SD9), Tim Hoy (SREC SD9), Pat Carlson (Tarrant County Chairman), Taffy Goldsmith (Dallas County Vice-Chairman), and Tom Ferguson (Denton County Vice-Chairman). Afterwards, committees were organized to help expand the reach of the Republican Party in Senate District 9.

A month later, Bill and Jane (as Bill’s guest) were off to New York City to the 2004 National Republican Convention. Here Bill continued to make new friends from throughout Texas. Additionally, Bill and Jane made world-wide news with their hat exchange story. [ hat exchange story link ].
